In early December, reports surfaced that the NHL was exploring the possibility of hosting an in-season international best-on-best men's hockey tournament by 2025.
«The ultimate goal is to have Olympics, two years later World Cup, two years later Olympics, two years later World Cup, and that's the cycle we're trying to get on,» Bettman said during NHL Board of Governors meeting.
Recent statements from NHL Commissioner Gary Bettman during a pregame broadcast ahead of the Winter Classic between the Vegas Golden Knights and Seattle Kraken suggest progress in this direction.

Bettman referred to the proposed international tournament as a precursor to an eventual World Cup of Hockey.
The last best-on-best tournament occurred in 2016, with Canada hosting the World Cup of Hockey. Teams included Canada (24-and-over), the United States (24-and-over), Czechia, Finland, Sweden, Russia, Europe, and North America (23-and-under).
